To answer your question for the SiLK, YAF, and Pipeline tools and their support libraries (fixbuf, snarf, schemaTools), we do not maintain ChangeLog files as you find in other projects.  If there is a specific question you have about one of those projects, someone on this mailing list should be able to answer it.

The RPM packager does include a ChangeLog in the RPM.  See for example https://forensics.cert.org/centos/cert/7/x86_64/repoview/silk-rwflowpack.htm

Since SiLK does not keep a ChangeLog, the RPM's ChangeLog is small.

The link that you reference lists many projects written by different groups within CERT.  If you were interested in getting the ChangeLog for a tool other than the ones mentioned above, you would need to contact that group directly or direct your query using the web form https://www.sei.cmu.edu/contact-us/ with specific information about the project you are referencing.
