[sae-aadl] Latest requirements annex draft.

Dear all,

Please find the latest draft of the requirements annex for review at the 
next meeting in Jacksonville. The principal modifications made are:

  * Review of the refinement mechanism.
  * New goal related constructs for goal driven optimization of
    architecture.
  * Other minor changes.
  * Complete review of the document.
